Engadget has received copies of the responses to the FCC by Apple, AT&T, and Google. Essentially, AT&T is not responsible for the removal of the google voice apps and it was entirely Apple’s decision. AT&T and Apple have a contract which forbids Apple from directing VoIP traffic across the 3G network and that is it.
They’ve got a pretty nice summary and have made some comments which are worth reading.
